You govern one economy that cannot supply itself, in a world of five that mostly cannot either.

A single-player scenario, published as a design and not yet playable. You allocate a national budget across mines, refineries, recycling, a stockpile and a shared reserve, while four simulated polities do the same. Every move you make to secure your own supply makes supply scarcer for everyone, including you.
